The Durham Regional Headquarters unites municipal administration and judicial functions through a central atrium that connects all program elements. The complex houses administrative offices, Council Chambers, computer training labs, and meeting spaces, with a cafeteria serving as a communal hub. The Provincial Offences Act (POA) Courthouse occupies a dedicated wing accessed via the Galleria, featuring six courtrooms with separate circulation paths for judges, public, and defendants. Judicial chambers on the second floor maintain secure, private access to the courtrooms below.
